Editorial: Give counties more freedom in land use

Two measures before the Oregon Legislature would make relatively minor changes to Oregon’s land-use laws by allowing property owners to put accessory dwelling units and recreational vehicles on rural land for housing.

House Bill 2937 applies to ADUs, while HB 2938 applies to RVs. In both bills, the uses would be allowed outright on land zoned for rural residential use — generally at least 10-acre parcels — meaning no special permit or notification of neighbors would be required. On land zoned for exclusive farm use, a conditional use permit and notification of neighbors would be required.
