Editorial: Law needs to catch up with phone changes

The Legislature should follow up on the Oregon Court of Appeals decision Wednesday in the State of Oregon v. Jason Darrell Shifflett. The law needs to catch up with technology.

In its opinion, the court reversed Shifflett’s conviction on two counts of telephonic harassment because the calls the defendant made in 2013 never made the victim’s telephone ring. Indeed, the law on telephonic harassment says “ring.”
