Some lawmakers say the state doesn’t have time to wait

The Oregon taxpayer may pay dearly when a long-time teacher or state worker retires early out of fear that the Legislature will touch their pension.

The schools and state agencies have to scramble to replace the retiree with new hires, and, for top agency leadership, the task requires elaborate and costly recruiting.
