As former state Rep. Val Hoyle remarked after Gov. Kate Brown’s budget called for the closure of the new psychiatric hospital near Junction City, “The governor proposes, the Legislature disposes.” On Tuesday the Legislature’s Joint Ways and Means Committee disposed of Brown’s closure proposal. Funds for the hospital’s continued operation were included in the Oregon Health Authority’s budget. The committee understood what has been clear from the beginning: It would be irresponsible to close the hospital without a solid plan for treating its patients elsewhere.
