Home Rule Charter certified for November ballot

A proposed Home Rule Charter that would dramatically restructure county government has been certified for the November ballot.

The petitioners turned in 4,400 signatures, well over the requisite 3,000, about a week ahead of the Aug. 10 deadline to qualify for the ballot. However, the measure still faces a court challenge from Roseburg attorney Bud Smith, who argues the petitioners haven’t followed the correct procedure for forming a charter.
