Editorial: Police standards board sets the bar too low

Oregon is generally regarded highly for its handling of police misconduct cases because the state Department of Public Safety Standards and Training decertifies officers at a rate that ranks Oregon 11th in the country. But a lengthy investigation by The Oregonian found that in many cases, the state agency refuses to decertify officers even when they have been fired for serious misconduct or incompetence.
