Marijuana growers caught in the crosshairs of opt-out confusion

At the end of this summer, Alex Eakin was a few steps away from realizing his dream of operating his first marijuana growing facility.

Eakin, the owner of White Wolf Ranch Inc., has spent the last two years building his facility in Tumalo.

But when he asked the Oregon Liquor Control Commission to do a final inspection of his building, he was told he couldn’t be given a license because of Deschutes County’s recently passed moratorium on marijuana production.
