Tim Nesbitt: Raising Oregon’s graduation rates, one ninth grader at a time

Last year, when I visited school superintendents with questions about how to improve Oregon’s high school graduation rate, one of the most insightful answers I heard came with a number: 213.

That was the number of ninth graders in the Bend-La Pine school district who were in danger of not graduating.
